The regular meeting of the Royalton Township Planning Commission was called to order by Chair Leslie Orvis at 7:05 p.m., Tuesday, 28 January 2014 in the Royalton Town Hall. Members present: Roberta Folkestad, Leslie Orvis, and Duane Swanson. Member absent: Nancy Dahlin-Teich.

Member Folkestad moved, Member Swanson seconded, to add the 14 January minutes to the agenda and to approve the agenda as presented. Motion carried unanimously.

Member Folkestad moved, Member Swanson seconded, to approve the minutes of 10 December regular meeting as read. Motion carried unanimously.

Member Folkestad moved, Chair Orvis seconded, to approve the minutes of the 14 January working meeting as read. Motion carried unanimously.

On behalf of the Commission, Member Folkestad presented a draft of a rental policy for the Royalton Town Hall. This draft is a composite of information taken from the Minnesota Association of Township's recommended policy and those of neighboring townships and the city of Rock Creek. By consensus, some changes were agreed to: Page 2, #4a (Application Fee) should be deleted. Page 3 table, the parenthetical "when required" should be deleted. Page 2, #4 eliminate the 14 day requirement. The damage deposit must be paid at the time the keys are picked up. Page 3, #g add a statement prohibiting any use of tobacco in the hall. Page 3, #k add a statement that all garbage made by renters must be removed by the renters. After substantial discussion, it was concluded that separate rental and damage checks should be required, that the rental check would be cashed and that the damage check would be held for return to the renter (if not needed to cover any damages or cleanup costs). It was concluded that these revisions should be added and a new draft be ready for further discussion at the

next meeting.

Drafting of a "warning" letter about residents plowing town roads was postponed until the next meeting. Member Folkestad reported that she had not been able to find any directives from the Minnesota Association of Townships about this issue.

At 7:35 p.m., Member Swanson moved, Member Folkestad seconded, to adjourn. Motion carried unanimously.
