Royalton Township Board Meeting

August 30, 2011



Seven thirty pm, August 30, 2011, Royalton Township Board Meeting was called to order by Chair Leslie Orvis, with John Kemen, Wayne Olson, Wendy Tchida and Roberta Folkestad present. The meeting was opened with the pledge of allegiance.

Motion by Wayne Olson to add to the agenda under new business; Scott and Maridy Nordlum, 3051 Brunswick Road and to approve the agenda, second by John Kemen, motion carried.

            Motion by Wayne Olson to approve the Clerk’s minutes as read, second by John Kemen, motion carried.

            Motion by Wayne Olson to approve the Treasurer’s report as read, second by John Kemen, motion carried.

            After reading and discussing Claims 9493 through 9509, with claim 9500 being void, motion by John Kemen to approve and pay all claims and the payroll presented, second by Wayne Olson, motion carried.


Annual Meeting Business:

            Chair Leslie Orvis reconvened the March 8, 2011, Annual Meeting, to set the 2012 levy for Royalton Township. After discussion, motion by John Kemen to set the 2012 levy at: General Fund $115,000.00; Road and Bridge Fund $80,000.00; Fire Fund $24,000.00; Building Improvement Fund $0.00; for a total of $219,000.00; second by Wayne Olson, motion carried.

            Being no further business allowed, motion by Wayne Olson to adjourn the Annual Meeting, second by John Kemen, motion carried.


Old business:

            There were two quotes received to do ditch clean out.

Bjorklund Construction:            Church Road     $2295.00

                                                540th Street       $1930.00

                                                Bayberry Road    $895.00

Grasston Excavating:                Church Road      $1200.00

                                                540th Street        $1200.00

                                                Bayberry Road   $1200.00

Motion by Wayne Olson to hire Grasston Excavating to clean out the ditches on Church Road and 540th Street at $1200.00 each and to hire Bjorklund Construction to clean out the ditch on Bayberry Road at $895.00, second by Leslie Orvis, motion carried with John Kemen abstaining.

            Road side mowing has been finished.

            The Clerk will give the road patrol operator a list of property owners who have not returned a signed permission form for brush and tree cutting of anything over six inches in the Town Road rights-of-way.

            The road graveling has been finished.

            Supervisors Wayne Olson and Leslie Orvis went to 5300 Royal River Road and the property owner, Ed Cunnien, informed them that the trailer would be removed soon. Road patrol operator Alan Teich stated that it has been removed.

Road patrol operator, Alan Teich, informed the Board that the vehicle was removed from the road right-of-way on Royal Heights Road shortly after the July Board Meeting.

The policy for Board Members attending Minnesota Township Association Meetings will be discussed at a later time.

Wayne Olson has not been able to connect with the Township Attorneys about the public help & Township liabilities.

The mold in shop bathroom has been taken care of.

Town hall basement is still very damp due to all the rain.

            Supervisor Wayne Olson has created a new time sheet and will email it to the Clerk.

            One culvert across Homer Road needs to be lowered about a foot and a half and the culvert at the end of Raymond Frye’s driveway needs to be replaced. Bjorklund Construction and Grasston Excavating were asked for quotes to do the work and put two loads of gravel over each culvert. The quotes will be called for at the end of the meeting. Royalton Township will furnish the culvert and ends needed for the driveway.

The Clerk will register Wayne Olson for the Legal Seminar to be held on September 8th in Albertville.

Motion by John Kemen to renew the Certificate of Deposit, due to mature on September 3, 2011, valued at $10,093.78 at the Frandsen Bank and Trust in Pine City for twelve months, second by Wayne Olson, motion carried.

            After discussion, John Kemen will look into insulation for the maintenance building ceiling.


New business:

            The Township has received an Assessment Contract from Linda Wiener. After discussion Chair Leslie Orvis signed the contract, which was witnessed by the Clerk.

            Quotes for diesel fuel for the road patrol were presented to the Board. They requested that the Clerk call and order fuel from Federated at Princeton and then contact Alan Teich as to when it will be delivered.

A new paper shredder will be purchased by the Clerk and Treasurer.

Scott and Maridy Nordlum, 3051 Brunswick Road, Braham, were in attendance. They requested information about modular homes, building, or repairing their home on the Brunswick Road. They were given the part of the Royalton Township Code of Ordinances pertaining to that information.

            The corner of Butterfly & Elmcrest has been cleaned up by Pine County, and the Township received a very nice thank you call from a property owner on Elmcrest. There is rock in front of shed. The side door on the maintenance building has been installed. The locking mail-box has been purchased. Pine County will install two swing away mail-box posts as soon as Jeff has time to do it. The Survey from the Office of the Legislative Auditor was filled out on line. The water heater has been installed. The Clerk plans to attend the District 7 Meeting @ Anoka Ramsey Community College, Cambridge @ 7:00 pm, September 22.

            Wayne Olson stated that the State should start working on Highway 70 the seventh of September. There was discussion about ditch clean out and culvert replacement along State Highway 70.

The quotes for culvert lowering on Homer Road and culvert replacement on the Frye driveway were:

Grasston Excavating:                  Homer Road   $650.00

 Frye Driveway $550.00

Bjorklund Construction:             Homer Road    $495.00

 Frye Driveway $495.00

Motion by Wayne Olson, to have Bjorklund Construction install both of the culverts at $495.00 each, second by Leslie Orvis, motion carried, with John Kemen abstaining.

            John Kemen received a phone call concerning Conditional Use Permits. He wants the Working Planning Commission to create a current Conditional Use Permit when they hold a working meeting in October.

            Being no further Township business, motion by John Kemen to adjourn, second by Wayne Olson, meeting adjourned.
