Royalton Township Board Meeting

March 26, 2013

7:30 pm, March 26, 2013, Royalton Township Board Meeting was called to order by Chairman Wayne Olson with Supervisor’s Leslie Orvis and Marshall Pearson, Treasurer Wendy Tchida, and Clerk Roberta Folkestad present. The pledge of Allegiance was recited.

 

Motion by Supervisor Orvis to approve the agenda with the additions under new business of: signage for town hall and voting, and planning commission minutes on website, second by Supervisor Pearson, motion carried unanimously.

 

Motion by Supervisor Pearson to approve the February 26, 2013 minutes with a correction of "PID" from "PIC", second by Supervisor Orvis, motion carried unanimously.

 

Motion by Supervisor Pearson to approve the Treasurer’s Report as printed, second by Supervisor Orvis, motion carried unanimously.

 

After reading and discussing claims and payroll, motion by Supervisor Pearson to approve and pay checks 6724 through 6745 for a total of $6,800.28, second by Supervisor Orvis, motion carried.

 

Chair Olson called for the Public Forum. The following spoke on the building of a new town hall Mitch Pangerl, Patrice DeGray, Don McKenzie, Dale Heidelberger, Les Orvis, John Clemmer, Troy Haug, Mark Haug, Nancy Dahlin Teich, Marion Larsen, and Troy Downing.

 

Old business:

 

The case of the unpermitted trailer house at PID # 29.0134.000 went before the Judge. As of June 1, 2013, the trailer has to be moved away from the property. Royalton needs to get all claims charged in this matter turned in, so they will be reimbursed.

 

There was discussion about the fuel tank and pump. The tank is currently at Supervisor Orvis’ property; Alan Teich will check with Napa for fuel pump prices; also Don McKenzie, Farm Equipment Repair will check out prices.

 

The unpermitted addition in Royal River Heights was torn down.

 

The building committee did some revisions on the plan, costs are not to exceed the $325,000.00 limit, and the bid on a comparable building came in between $230,000.00 and $235,000.00. There was discussion about getting Pine County to blacktop Royalton Road.

 

Dick Doenz said that if the property on State Highway 70 is purchased a parking lot will need to be built and there will be costs in changing the building to fit the needs of the township.

 

Don McKenzie said the township would still need a building to keep road equipment in.

 

John Clemmer said he is worried about going over budget.

 

Troy Haug said the plan is pretty clean cut and with the bidding process everything should be okay. A storm retention pond and property elevation will help with the dirt work costs.

 

It should cost about $20,000.00 to tear down and remove the current town hall.

 

Jeff Schlaeger questioned if there would be a tar parking lot in the future.

 

Supervisor Orvis said the current town hall has safety and health issues. All are welcome to come to all meetings and hear what is going on.

Royalton Township Board Meeting

March 26, 2013

Approved

New Business:

Motion by Supervisor Pearson to approve, the Rush City Fire Contract and pay the bill in the amount of $5,088.00, second by Supervisor Orvis, motion carried unanimously.

All town board members signed the Minnesota Township Officers form.

Being there were no new board members elected, the signature form at the Frandsen Bank and Trust is still good.

Chair Olson read the advertisement for gravel quotes. Motion by Supervisor Pearson to send it to the newspaper, second by Supervisor Orvis, motion carried unanimously.

Supervisor Orvis suggested leasing or renting an area to put a new Royalton Town Hall sign pointing to the town hall, also to put up a "vote here" sign with an arrow pointing toward the town hall.

The planning commission voted to put the planning commission minutes on the website.

Motion by Chair Olson to put the unapproved minutes – clearly marked unapproved – and to put the planning commission minutes onto the website with-in thirty days of the meeting, second by Supervisor Pearson, motion carried unanimously.

Motion by Chair Olson to renew for three months, the town hall improvement fund certificate of deposit; in the amount of $20,130.52; second by Supervisor Pearson, motion carried unanimously.

Diesel fuel quality was discussed. Some fuels give more hours per gallon. Motion by Supervisor Orvis for Alan Teich to do some shopping and comparing and to discuss this with Don McKenzie, second by Supervisor Pearson, motion carried unanimously. The fuel work sheet will be updated.

Motion by Supervisor Pearson to contact and meet with Dick Doenz and John DeGray for shooting elevations for the new town hall building, when the snow has gone down; He will then contact Troy Haug with the information; second by Chair Olson, motion carried unanimously.

The next Royalton Township Board Meeting will be held at 7:30 pm, April 30, 2013.

Dick Doenz will check to see who can design an advanced sewer system and contact Supervisor Pearson.

Being no further township business, motion by Supervisor Pearson to adjourn, second by Chair Olson, motion carried unanimously. 9:06 pm, meeting adjourned.
