Royalton Township Board Meeting

7:30 pm, March 25, 2014

7:30 pm, March 25, 2014, Chair Marshall Pearson called the meeting to order with Supervisor Leslie Orvis, Supervisor Wayne Olson, Treasurer Wendy Tchida and Clerk Roberta Folkestad present, The pledge of allegiance was recited.

Motion by Supervisor Olson to add under new business: 911, Bill Cort, grading/plowing, gravel bid, & time sheets; and under old business: building, and to approve the agenda; second by Supervisor Orvis, motion carried unanimously.

Motion by Supervisor Olson to approve the February 25, 2014 minutes as printed, second by Chair Pearson, motion carried unanimously.

Motion to approve the Treasurer’s report as read by Supervisor Orvis, second by Supervisor Olson, motion carried unanimously.

After discussion, motion by Supervisor Olson to approve and pay checks number 7115 through 7150 in the amount of $15,131.96, second by Chair Pearson, motion carried unanimously.

 

Public forum:

            No one spoke.

 

Old business:

            The water lines are installed and the furnace work is done in the maintenance building. Organization of the building was discussed and will be discussed again at a future meeting.

            The rubber on the door of the maintenance building has not been installed. It was suggested that the installer be asked to set a date to do the work, and if it is not done then to contact someone else.

            The AED cabinet has been purchased. The placement of it will be decided at a later date.         

            There was discussion about having a cleaning company professionally clean the town hall once a month before the meeting. Motion by Supervisor Olson to have Supervisor Orvis pick a cleaning company before the April meeting, second by Chair Pearson, motion carried unanimously. The clerk will furnish Supervisor Orvis with copies of the cleaning company quotes.

            The mural painting on the side of the maintenance building is on hold for now.

            The planning commission has discussed and suggested to the board a $100.00 charge for a one time emergency plowing. Motion by Supervisor Orvis to do emergency plowing on the authority of the Road Supervisor and to charge $100.00 for it, second by Chair Pearson, motion carried unanimously. The clerk will send a bill to Michelle Oquist in the amount of $100.00 for the emergency snow plowing done for her.

            Motion by Supervisor Olson to send a letter to the party on Apple Road requesting his attendance at the April Board Meeting and inquiring about the timeline for the building of the shed to house his equipment; to include ordinance pages and highlight the use, nuisance, blight home, occupation, conditional use, commercial uses; second by Chair Pearson, motion carried unanimously.

            Supervisor Orvis will purchase wheels for under the board table and also for the Automark cabinet. 

            The new laptop for the clerk’s office has been purchased and will be set as soon as Travis Kemen has time.

            Motion by Supervisor Olson for Supervisor Orvis to purchase a vacuum cleaner for up to $950.00, second by Chair Pearson, motion carried unanimously.

            There was discussion about the hot water in the kitchen. A new water heater will need to be purchased. The mop sink surround has been installed.

            Chair Pearson will set up a meeting with the building committee, possible on Tuesday, April 15, 2014, to discuss the landscaping and parking lot. Doug Eklund has books that will help with the flag pole discussion.

             

New business:

            Motion by Supervisor Olson to accept the Pine City Fire Contract in the amount of $6,380.00, second by Supervisor Orvis, motion carried unanimously.

            Motion by Supervisor Olson to accept the Rush City Fire Contract in the amount of $5,616.00, second by Supervisor Orvis, motion carried unanimously.

            The clerk will send Bill Cort a thank you letter for the rug by the front door.

            Protocol for 911 during a meeting was discussed.

            Care of Hummingbird Road when work on Brunswick Road starts this coming summer was discussed. It will become a high maintenance road for about two years. Dust control and regular grading were discussed.

            Motion by Supervisor Olson to advertise with the same ad as last year for approximately 3000 yards of class 5 gravel, second by Supervisor Orvis, motion carried unanimously.

            Time sheets were discussed and will be turned in on the Thursday before the meeting.

            Gary Valvoda has shown an interest in the planning commission. He was asked to submit a résumé and invited to attend the April 8, 2014, working planning commission meeting.

            There were FYI’s about the Pine County Township Officers Association meeting, Pine County Soil & Water information on wetland regulation and the 1991 Wetland Conservation, training for the Clerk and Treasurer, short course training in Carlton, and Board of Appeal and Equalization: 9 am Wednesday, April 23rd with Annual Road Inspection Meeting after.              

            Head Judge Duane Swanson thanked the Board from the election judges, for helping to make the election go so smoothly. He also gave an update on costs of the annual election.

The next Town Board Meeting will be held at 7:30 pm, Tuesday, April 29, 2014.

Being no further town business, motion by Supervisor Orvis to adjourn, second by Chair Pearson, motion carried unanimously. 9:10 pm, meeting adjourned.
