Royalton Township Board Meeting

April 29, 2014

            7:32 pm, April 29, 2014, Chair Marshall Pearson called the Royalton Township Board Meetingto order with Supervisor Leslie Orvis, Supervisor Wayne Olson, Treasurer Wendy Tchida, and Clerk Roberta Folkestad present. The pledge of allegiance was recited.

            Motion by Supervisor Olson to add under old business: landscaping and building updates; and to add under new business: Timber Drive, road report, and plowing; and approve the agenda, second by Supervisor Orvis, motion carried unanimously.

            Motion by Supervisor Olson to approve and sign the March 25, 2014 Board Meeting Minutes, second by Supervisor Orvis, motion carried unanimously.

            Motion by Chair Pearson to approve and sign the Board of Appeal and Equalization Meeting Minutes, second by Supervisor Orvis, motion carried unanimously.

            Motion by Supervisor Olson to approve and sign the Treasurer’s Report as presented, second by Supervisor Orvis, motion carried unanimously.

            After reading and discussing checks, motion by Supervisor Olson to approve and sign checks numbered 7151 through 7178 in the amount of $11,774.70, second by Supervisor Orvis, motion carried unanimously.

Public forum:

            Chair Pearson called for public comment. There was no public comment.

Old business:

            Four gravel quotes were received by the Clerk and opened and discussed by the Board. Hopkins quote was: $12.25 per cubic yard. Knife River quote was: $11.50 per cubic yard. Bjorklund Construction quote was: $9.19 per cubic yard. Hass Construction quote was: $8.02 per cubic yard. Motion by Supervisor Orvis to accept the quote from Hass Construction at $8.02 per cubic yard, second by Supervisor Olson, motion carried unanimously.

            Mike Eklund was present with information on flagpoles and installation. The family of past Supervisor Howard Carson will pay costs over the amount of dollars in the Flag Pole Fund to get the flag pole installed here at the town hall.  Pouring of the sidewalk will be done at the same time as the flagpole base. Motion by Supervisor Olson to have Supervisor Orvis order IC255156 twenty-five foot commercial flag pole for approximately $1250.00, with light kit at approximately $326.00 plus shipping and handling if applicable, second by Supervisor Orvis, motion carried unanimously. 

            The rubber on the bottom of the maintenance building door has not been installed. Motion by Supervisor Olson to amend the previous motion made at the December 10, 2013 board meeting to get the work done for up to $200.00, to have John McKenzie get the work done if the cost is under $300.00, second by Supervisor Orvis, motion carried unanimously.

            A letter was sent to the party on Apple Road requesting their present at the board meeting tonight. Supervisor Orvis received a phone call stating that they could not come, but that he will get the building done this summer. He has been working on the house.

                 The Planning Commission forwarded a rental policy and application form to the Board. Motion by Supervisor Olson to approve the policy as written, second by Chair Pearson, motion carried unanimously. All rentals at this time will be subject to parking lot black topping and until the wheels are installed under the board table it will not be moved, as it could rip the carpeting.

            Insurance about bonding for cleaning companies was discussed.  Supervisor Orvis will contact Gail Nallick to see if she is bonded. Motion by Supervisor Olson to give a master key to Gail Nallick Cleaning Company so the town hall can be cleaned monthly, second by Chair Pearson, motion carried unanimously.

            Supervisor Orvis has priced wheels for under the board table at about $250.00.

            Chair Pearson will price window shades or coverings.

            Chair Pearson stated that he just put an amount of $5,000.00 in for landscaping. The landscaper he met with came up with a plan including seeding, edging and plants of about $12,000.00. Irrigation versus black dirt was discussed. Irrigation care was discussed. The landscape committee will meet in May and have more information and ideas for the next board meeting.

New business:

            The land owner from the end of Timber Drive was in attendance. Supervisor Olson stated that the property owner had been in the act of grading Timber Drive when he stopped him. The Town Board told him he could not grade township roads. It was stated that no one except township employees should be grading township roads. The land owner stated he will not grade the town road again.

            The land owner from the end of Timber Drive asked if brushing along the road right-of-way was allowed. He was told he needs to have permission from the property owners before he brushes along their property.                               

            Supervisor Olson will be contacting the brushing and spraying contractors. He will get the information for the board meeting.

            Letters will be sent to property owners along the roads that will be having brushing and tree cutting done.

            Two possible new decks were sighted on the annual road inspection. Zoning Administrator John Kemen will be contacted about these.

            The annual road inspection meeting was held. The road closed signs will go out on Butterfly Road early tomorrow morning. The Board asked John DeGray to install a culvert on Butterfly Road. Road patrol operator Alan Teich will order a culvert from Land and Cabins for Butterfly Road.

            An ad will be put in the paper requesting quotes for three culverts installed on town roads. Call town hall for specifications.

            Supervisor Orvis expressed thanks to all the people who helped get the equipment out when it became stuck during the last heavy wet snowstorm. Pine County helped Royalton and then Royalton helped Pine County.

            Motion by Supervisor Olson to seat Gary Valvoda on the Planning Commission, second by Supervisor Orvis, motion carried unanimously. Welcome aboard Gary!

            The next town board meeting will be held at 7:30 pm, Tuesday, May 27, 2014.

            Supervisor Orvis stated that everyone needs to respect everyone else. If there is a problem bring it to a supervisor.           

            Being no further town business, motion by Supervisor Orvis to adjourn, second by Supervisor Olson, motion carried unanimously. 9:15 pm, meeting adjourned.
