Royalton Township Board Meeting

May 27, 2014

            7:30 pm, May 27, 2014, the Royalton Township Board Meeting was called to order by Chair Marshall Pearson, with Supervisor Leslie Orvis, Supervisor Wayne Olson, Treasurer Wendy Tchida, and Clerk Roberta Folkestad. The pledge of allegiance was recited. 

            Motion by Supervisor Olson to add: rental attachment and online form, 9625 Wildflower Road complaint, and to approve the agenda, second by Chair Pearson, motion carried.

            Motion by Supervisor Olson to approve the April 29, 2014 minutes with the corrections stated by the Clerk, second by Supervisor Orvis, motion carried unanimously.

            Motion by Supervisor Orvis to approve the treasurer’s report as read, second by Supervisor Olson, motion carried unanimously.

            After reading and discussing checks 7179 through 7207 in the amount of $12,063.92, motion by Supervisor Olson to approve and pay all checks, second by Chair Pearson, motion carried unanimously.

Public forum was offered:

             Jeff Schlaeger asked why about six of the town roads were not being graded. Supervisor Orvis replied that roads were being graded, but that with the cold and snowy winter and wet spring it was not possible to keep roads in smooth condition.

            Sam Christianson asked about visual nuisances on property. After some discussion, motion by Supervisor Olson to add 10286 Apple Road to the agenda, second by Supervisor Orvis, motion carried unanimously.

Old business:

            The only quotes for culvert replacement were from Grasston Excavating: to replace the culvert with ends and two loads of class 5 on Cabin Drive $550.00; to replace culvert with ends, clean ditch, and two loads class 5 on Eagle Drive $550.00; motion by Supervisor Olson to accept the two quotes from Grasston Excavating, second by Supervisor Orvis, motion carried unanimously.

            Chair Pearson reported that the landscape committee was in favor of going forward with irrigation and using Jerry’s Landscaping of Ham Lake. He explained about the need for watering the newly seeded lawn during the heat of summer in order to get it rooted. The asphalt needs to go in before the landscaping is done. Chair Pearson and John DeGray will get the leveling and grading done before the landscaper comes. After discussion, motion by Supervisor Orvis to approve up to $15,000.00 to landscape, second by Chair Pearson, motion carried unanimously.

            The flagpole has not been delivered. Supervisor Orvis will contact them about when it will be here.

            There was not much new about the building update.

            After discussion, motion by Supervisor Olson to spend up to $800.00 for window coverings for the office and kitchen, second by Chair Pearson, motion carried unanimously.

            Supervisor Olson reported that the brushing will be done by Tom Lundeen again at the same price as last year. It will be done the end of July into August and on the north side of the river. He is working on finding someone to spray.

           There was discussion about tree removal and letters to be sent out to property owners. There should be something added to the letters about property owners removing the trees themselves and/or if they want the wood from them. The planning commission will work on a letter at the next working meeting.

              Road patrol operator Alan Teich gave a road report: Butterfly has the culvert installed, and questioned about rip rap being installed. The culvert at the west end of Homer near After Hours Repair needs to be reset. The culvert needs to be replaced on Church Road near Scott Downing’s. After discussion, motion by Supervisor Orvis to have Grasston Excavating do the work, second by Supervisor Olson, motion carried unanimously.

            The bottom rubber on the maintenance building was replaced the day after the last meeting.

            The wheels for the board table and automark booth were discussed.

            The Clerk will make up a document for people who receive master keys to sign. This will be kept on file.

            Zoning Administrator John Kemen will be checking into the new decks on Apple Road and Elmcrest Avenue.

New business:

            Laura Murphy from Apple Road made a formal complaint about 9435 Apple road. She would like to sell her property and feels that the mess on that property will make it impossible to sell. She stated that there are three trailers with no wheels, tires in heaps, miscellaneous snowmobiles, etc. She asked if the township could do something about this immediately. She also presented the board with a copy of the property covenant. Supervisor Orvis replied that he had contact with Mr. Wiener, who will be putting up a shed to house the equipment, but that Mr. Wiener feels he needs more time to get this done.  The property owners who have the covenant on their properties should perhaps contact an attorney to help them get this problem solved. The township does not have anything to do with covenants. Possibly another letter will be sent by the township.

            Sam Christianson, also on Apple Road, does not have a covenant on his property, but he questioned why there has been no enforcement done to get his neighbor, located at 10286 Apple road, to finish his home. Also he wondered if he didn’t have too many animals for the size acreage he has. Supervisor Orvis replied that this would be checked on.

            The planning commission forwarded to the board a letter be sent to Pine County requesting Royalton Township be informed by any property splits are granted. Motion by Supervisor Olson to send this letter, second by Chair Pearson, motion carried unanimously.

            Braham Area Community Education requested funding. This was denied.

            There was a free webinar on line, which the three supervisors have seen.

            After discussion, motion by Supervisor Olson to put the rental application in fillable form on the website, second by Chair Pearson, motion carried unanimously.

            There has been a request for a complaint form from Wildflower Road area. The Chair will get the phone number to the Clerk.

FYI: charges against the Schuett property have been filed with Pine County, the clerk and treasurer will be attending the Summer Course on June 26, 2014 at Carlton, and there is a tax seminar in Woodbury coming up.

            Being no further town business, motion to adjourn by Supervisor Orvis, second by Supervisor Olson, motion carried unanimously, 8:52 pm, meeting adjourned.
