Royalton Township Board Meeting

July 29, 2014

            7:30 pm, July 29, 2014, Chair Marshall Pearson called the Royalton Township Board Meeting to order with Supervisor Leslie Orvis, Supervisor Wayne Olson, Treasurer Wendy Tchida, and Clerk Roberta Folkestad present.

            All present went outdoors to raise the flag presented to the township by Doug Eklund in honor of Howard Carson and all persons who have served the township. The pledge of allegiance was recited in a moving ceremony.

            Motion by Supervisor Orvis to ad employees, vacuum cleaner, and playground activities in general to the agenda and approve the agenda, second by Supervisor Olson, motion carried unanimously.

            Motion by Supervisor Olson to approve the minutes to the June 24, 2014 Board Meeting, second by Supervisor Orvis, motion carried unanimously.

            Motion by Supervisor Olson to approve the treasurer’s report as read, second by Chair Pearson, motion carried unanimously.

            After reading and discussing checks 7234 through 7263 in the amount of $38,358.71, motion by Supervisor Olson to approve and sign these checks, second by Supervisor Orvis, motion carried unanimously.

            Public Forum was offered and Candidate for Pine County Commissioner District 2, Brett Grinde, spoke.

Old business:

            Zoning Administrator John Kemen has spoken with property owners at 9187 Apple Road about a permit for their new deck. He has not met with the property owners on Elmcrest about their deck at this time.

            Mr. & Mrs. Weiner were present to discuss their cleaning up and removal of items at 9435 Apple road. He stated they will continue to clean things up. Motion by Chair Pearson to not pursue legal action as long as there is continued progress and the building is erected in four months, second by Supervisor Orvis, motion carried unanimously.

            Royalton Township Board has discussed the neighbors’ complaints about 10286 Apple Road, and viewed the property in question. There will be no action taken at this time. 

            The property owners at 3810 Pokegama Lake Road have been sorting and storing items in the newly erected pole shed.

            Kelly Schroeder with Pine County Zoning replied to the email about land splits. The Clerk was asked to respond with the information that Royalton Township has not been receiving that information.

            Trees have been planted; the rock is in around the buildings and possibly next week the irrigation will be installed, also the seeding and planting of shrubs and flowers.

            The water lines in the pole shed are sweating. Supervisor Orvis will look into correcting the problem.

            Motion by Supervisor Orvis to charge $10.00 a month for water use in the pasture adjacent to the town property, second by Supervisor Olson, motion carried unanimously.

            The flagpole has been installed and now is in use.

            The Clerk will post the meeting for Chair Pearson and Supervisor Olson to decide which roads will have brushing-spraying done this fall.      

            Motion by Supervisor Olson to approve the Primary Election Judges, two major political parties must serve as judges during the election, second by Chair Pearson, motion carried unanimously.

            Chair Pearson is working on getting a locking mail type box installed by the entrance door.

            The on line application for town hall rental was tabled until the August Meeting.

            The wheels under the board table and the automark booth are in progress.

            After discussion motion by Supervisor Olson to spend up to $200.00 for tripod, boards, etc for the elections, second by Chair Pearson, motion carried unanimously.

            After discussion it was decided that a certificate of insurance will be needed from the cleaners by the August Board Meeting.

New business:

            Zoning Administrator Kemen will be meeting with property owners Raymond H. Dreyer and Barbara A. Dreyer, and James C. Truehart, their son-in-law, about their application for a Conditional Use Permit. He will set the time for the hearing and the clerk will send the notice to the paper and letters to property owners within a one mile radius.

            Discussion about overtime was tabled until there is more information about it.

            There was discussion about activities on township property. The clerk will contact the insurance company to see if the township is covered for liability if something happens when someone is roller-blading or playing in the parking area, and if it needs to be posted so we are not responsible for any injuries.

            The new security codes have been installed.

            The window shades have been installed in the office and kitchen.

            Being no further town business, motion by Supervisor Olson to adjourn, second by Supervisor Orvis, motion carried unanimously. 8:53 pm, meeting adjourned.
