Royalton Township Board Meeting

November 25, 2014



            7:30 pm, November 25, 2014, Chair Marshall Pearson called the Royalton Township Board Meeting to order with Supervisor Leslie Orvis, Supervisor Wayne Olson, Treasurer Wendy Tchida, and Clerk Roberta Folkestad present. The pledge of allegiance was recited.

            Supervisor Olson motioned to add Clover Road, Rock Creek Lions, printer, culvert on Bayberry Road, warranty on appliances, tree removal on town roads, and to approve the agenda, second by Supervisor Orvis, motion carried unanimously.

            Motion by Supervisor Olson to approve and sign the October 25, 2014 board minutes as printed, second by Supervisor Orvis, motion carried unanimously.

            Motion by Supervisor Olson to approve the treasurer’s report as read, second by Chair Pearson, motion carried unanimously.

            After reading and discussing checks 7355 through 7391 in the amount of $9,416.18,

            Motion by Supervisor Olson to approve and pay all checks, second by Chair Pearson, motion carried unanimously.

            Public forum was offered.          

Old business:

            The interim ordinance has been returned from Attorney Hofstad. The planning commission will work on his recommendations and have it ready for the December or January board meeting.

            The letter concerning gravel removal on Timber Drive was read. It will be sent to Tom Schoewe along with a copy to the property owner.

            Permits for decks on Apple and Elmcrest Roads; tabled until December 16, 2014 meeting.

            After discussion the clerk was asked to contact the township’s insurance company for information concerning the township’s deputy treasurer doing town hall cleaning.

            The covering of the water line in the maintenance building is partially done and should be done by the December meeting.

            Speaker system; tabled for now.

            Kirtis Wiener was present as requested. He stated he has moved three rigs off the property and has been finishing putting siding on the house. There is a storage trailer sitting on the ground full of stored items and he requested permission to keep it on the property until spring. Chari Pearson stated the clean up needs to be done by the December meeting. The board tabled all decisions until the December 16, 2014 meeting.

            Planning Commission member, Duane Swanson asked if a building permit has been issued. It has not. Mr. Wiener was instructed to meet with Zoning Administrator John Kemen so a permit could be issued.


New business:

            A home owner on Bayberry Road has called Chair Pearson worried about flooding from the small lake. Chair Pearson was told the culvert on Bayberry Road would be replaced this fall and it wasn’t.  There was discussion about replacing the culvert now. It was stated it is not a good idea to replace culverts this time of year as they do not pack tightly and will probably wash out in the spring. The culvert will be replaced in the spring.

            After discussion there will be no warranty extension on appliances.

            There was discussion about large tree removal from road right-of-ways. It was suggested the letter requesting permission to remove trees have a twenty day response request, stating the trees will be removed if no response is received. Supervisor Olson will contact Attorney Hofstad about the legality of this.

            Clover Road has a car parked in the road right-of-way. After discussion, motion by Supervisor Olson to allow Supervisor Orvis to call the sheriff’s office to have it towed away, second by Chair Olson, motion carried unanimously.

            There was discussion about requesting new tables and chairs from the Rock Creek Lions.

            Avis Pangerl has spoken with Ronnie Berdan about this. Avis Pangerl and Roxanne Orvis will get prices for the December 16, 2014 board meeting. Two Supervisors will go to the Rock Creek Lions’, December 18, 2014.  meeting to request tables and chairs.

            The clerk requested a printer that will print envelopes without wrinkling them. She was instructed to get prices for the board.

            The next town board meeting will be held at 7:30 pm, Tuesday, December 16, 2014.

            Being no further town board business, motion to adjourn by Supervisor Orvis, second by Supervisor Olson, motion carried unanimously. 8:33 pm, meeting adjourned.
