            7:30 pm, March 31, 2015, Chair Marshall Pearson called the Royalton Township Board Meeting to order with Supervisor Wayne Olson, Treasurer Wendy Tchida, and Clerk Roberta Folkestad present. Supervisor Leslie Orvis was absent. The pledge of allegiance was recited.

 

            Motion by Supervisor Olson to add under old business: gravel removal on Timber Drive and trees by the maintenance building, and to add under new business: plumbing in maintenance building, and to approve the agenda, second by Chair Pearson, motion carried unanimously.

 

            Motion by Chair Pearson to approve the February 17, 2015 minutes as printed, second by Supervisor Olson, motion carried unanimously.

 

            Motion by Supervisor Olson to approve the Treasurer’s Report as read, second by Chair Pearson, motion carried unanimously.

 

            After reading and discussing checks 7475 through 7507 totaling $16,509.54, motion by Supervisor Olson to approve and pay all checks, second by Chair Pearson, motion carried unanimously.

 

 

 

Public Forum was offered:

 

            Jerry Effertz from Apple Road reported that the neighbor with the wood burning stove has tarps over his accessory building roof. Another neighbor has erected a chicken coop made out of all kinds of materials. Mr. Effertz asked the township to do something about this. Zoning Administrator John Kemen will go and offer a 90 day permit to finish the accessory building, that was started long ago or give him thirty days to tear it down. If neither one is acceptable, his presence is requested at the April 28, 2015 town board meeting.

 

Zoning Administrator Kemen will suggest to the property owners with the chicken house that they attend the next town board meeting and tell them a permit is required for buildings.               

 

            County Commissioner Josh Mohr had been asked about dust control on Royalton Road due to the prolonged construction on County 5. He stated that the County Engineer has suggested a 50/50 cost share. The town board suggested that Pine County should be responsible for dust control. Commission Mohr will talk with the County Engineer and get back to the town board.

 

            There were no planning commission recommendations at this time.

 

 

 

Old business:

 

            One gravel quote was received. Being everything requested was in order, motion by Supervisor Olson to accept the quote for $9.10 per yard for approximately 3000 yards of Class 5 gravel to be delivered by August 1, 2015, from Bjorklund Companies, second by Chair Pearson, motion carried unanimously.

 

            Motion by Supervisor Olson to adopt the “Town of Royalton Subsurface Sewage Treatment Systems” in to the Royalton Township Code of Ordinances, second by Chair Pearson, motion carried unanimously.

 

            Motion by Supervisor Olson to adopt the amendment to Royalton Township Code of Ordinances by adding: “Section 16.1 Interim Use permits”, second by Chair Pearson, motion carried unanimously. 

 

            Motion by Supervisor Olson to adopt the amendment to Royalton Township Code of Ordinances by adding: Section 7, Subdivision 2; by adding the words: “upon the issuance of a site permit.” Second by Chair Pearson, motion carried unanimously.

 

            Motion by Supervisor Olson to adopt the amendment to Royalton Township Code of Ordinances by adding: “All proposed land splits, minor subdivisions, and platting must be approved by the town board.” Second by Chair Pearson, motion carried unanimously.

 

            Supervisor Olson read an email received from Kirtis and Melissa Wiener, 9435 Apple Road, Pine City MN. They have scheduled an auction for May 23, 2015, at Pine City Fair Grounds to clean up their property across the road from their residence.   A copy of the email is attached to the minutes. Motion by Supervisor Olson to hold off on lawyer action until the May board meeting; if the clean up is not done the board will continue with the attorney, second by Chair Pearson, motion carried unanimously.

 

            Discussion was held about multiple cars on a property on Brunswick Road. Zoning Administrator Kemen will write a letter to the property owner about this.

 

            The board feels that all letters written to property owners in the future need to have included: “Please reply within a thirty day period.”

 

            The gravel removal on Timber Drive will be added to the annual road tour.

 

            There will be a road grader discussion meeting at Royalton Town Hall, 6:00 pm, Tuesday, April 7, 2015. A John Deere representive will be present.

 

            Town hall table discussion is tabled for now.

 

            Pine City Fire Department is considering purchasing replacement of vehicles. The Clerk will write a letter requesting them to send a representative to the April 28, 2015 town board meeting with more information about what they are proposing.

 

            After discussion, motion by Supervisor Olson to give no township funds to New Pathways, to Pine County History Museum, or Seven County Senior Federation, second by Chair Pearson, motion carried unanimously.

 

            Discussion about the mural on the maintenance building has been postponed until the April 28, 2015, board meeting.

 

            Treasurer Tchida and Supervisor Olson will get some quotes for tree removal along the maintenance building for the April 28, 2015, board meeting.

 

            The stool in the maintenance building bathroom needs to be replaced. Motion by Chair Pearson to have Maintenance Person Alan Teich purchase and install a new stool, not to exceed $150.00, second by Supervisor Olson, motion carried unanimously.

 

            Maintenance Person Teich reported that the water pipes in the maintenance building have been wrapped and the junk alongside the building has been removed.

 

 

 

New business:

 

            The clerk reported that new plat books are not being printed with the new beacon site through the county. Commissioner Mohr gave the township the address of the new site, and told the clerk to check with County Assessor Kelly Schroeder about a username and password.

 

            Motion by Supervisor Olson to allow Braham School the use of the vote here sign, second by Chair Pearson, motion carried unanimously. 

 

            Motion by Supervisor Olson to get the anti-virus protection for the township computers through Travis Kemen for $100.00, second by Chair Pearson, motion carried unanimously

 

            Town hall rental to township non profits will require a $200.00 deposit but no rental charge.

 

            The Board of Equalization will be held at 9:00 am, Monday, April 20, 2015, with the Annual Road Check Meeting to follow.

 

            There was discussion about the alleged gravel removal on Timber Drive. Another complaint was lodged. Zoning Inspector Kemen, Supervisor Olson, and Supervisor Orvis have all been out and viewed this in the past two weeks. Supervisor Olson told the party living there, three times to leave the Township Road alone. This will be viewed on the annual road inspection on April 20, 2015.

 

            The next town board meeting will be held at 7:30 pm, Tuesday, April 28, 2015.

 

            Being no further town business, motion to adjourn by Supervisor Olson, second by Chair Pearson, motion carried unanimously. 8:44 pm, meeting adjourned.
