            7:30 pm, Chair Leslie Orvis called the May 26, 2015, Royalton Township Board Meeting to order with Supervisor Wayne Olson, Supervisor Marshall Pearson, Treasurer Wendy Tchida, and Clerk Roberta Folkestad present. The pledge of allegiance was recited.

            Motion by Supervisor Pearson to add to the agenda: a correction to the April 28, 2015, Board Minutes in the paragraph about the purchase of the John Deere road grader from a “770 D” to a “770 G”, to add under old business Timber Drive, and to approve the agenda, second by Supervisor Olson, motion carried unanimously.

            Motion by Supervisor Pearson to approve the April 28, 2015 Board Minutes with the correction from “770 D” to “770 G”, second by Supervisor Olson, motion carried unanimously.

            Motion by Supervisor Olson to approve the Treasurer’s Report as read, second by Supervisor Pearson, motion carried unanimously.

            After reading and discussing checks 7533 through 7558 in amount of $7,224.35, motion by Supervisor Olson to approve and pay these checks, second by Supervisor Pearson, motion carried unanimously.

 

Public forum was offered:

            Bob Adamak asked if the board had stopped by the Workman’s place. Chair Orvis stated that he was there with Supervisor Olson. Pictures were taken, but they did not speak with Workman’s. Chair Orvis also stated that Mr. Adamak’s neighbor with the dogs will be putting up a secondary fence. The supervisors also told her to read the ordinance which is available online at the Township’s Website.

Planning Commission recommendations:

            There were no planning commission recommendations at this time.

 

Old business:

            Tree removal along the maintenance building is about half done and the rest will be coming down soon. There will be discussion about stump pulling at the June board meeting.

            The mural on the side of the maintenance building will be on hold until after the grader has been purchased. This will proceed as funds are available.

             Kirtis Wiener’s Auction is not scheduled until May 30, 2015. Discussion is tabled until the June board meeting. 

            The accessory building on Apple Road will be checked by Zoning Administrator John Kemen.

            There was discussion about the chicken house/s on Apple Road.  Motion by Chair Orvis to have Zoning Administrator Kemen and Supervisor Olson request Attorney Kevin Hofstad send a certified letter to them, second by Supervisor Pearson, motion carried unanimously.

             The property at 4843 Brunswick Road has about 27 cars there now. Motion by Chair Orvis to send a certified letter to the property owner stating that 27 cars are too many and to include copies of the blight and car ordinances, second by Supervisor Olson, motion carried unanimously.

            The board feels that the clean-up of the property on State Hwy 70 is completed at this point.

            Zoning Administrator Kemen had been told that clean-up at 5389 Hummingbird Road would take place over Memorial Day weekend, but it did not happen. Motion by Chair Orvis to table this until the June meeting and if nothing is done an attorney will be contacted, second by Supervisor Pearson, motion carried unanimously.

            On May 4, 2015, Supervisor Olson and Chair Orvis measured Timber Drive, with the results that starting from Pine County’s Red Oak Road, Timber Drive extends past the north property line of #29.0341.001, almost into the field. Supervisor Olson suggested certified letters be sent to the property owner, Troy Petry, 10117 Brookside Circle, Bloomington MN 55431,  and to the renter, Tom Schoewe ,4272 Timber Drive, Braham; stating that the access road in front of that property is Royalton Township’s. Misdemeanor charges will be filed if Tom Schoewe continues to attempt any form of road maintenance or removes gravel; second by Supervisor Pearson, motion carried unanimously.  

            Motion by Supervisor Olson to send a certified letter to  property owner David Anderson of 5536 Brunswick Road, Grasston; with a carbon copy to the renter about the tires piled along the fence line, stating that Zoning Administrator Kemen has talked with the renter about this problem, so he is aware of it; second by Supervisor Pearson, motion carried unanimously. 

            On May 4, 2015 Chair Orvis and Supervisor Olson viewed 10 to 12 Dodge trucks at 4383 Royal River Road. After discussion, motion by Supervisor Olson to send a certified letter to the property owner/s at 4383 Royal River Road, stating they need to clean up the vehicles sitting there and to include the car and blight ordinances, second by Chair Orvis, motion carried unanimously.  

            There was discussion about the road grader ordered. Any township resident that is interested is invited to go and see it being built down at the John Deere Plant. There will be discussion about payment of the grader at the June 2015 board meeting.

            The toilet for the maintenance building has been purchased and should be installed by the June board meeting. 

            Tables for the town hall have been tabled until the June meeting.

            Supervisor Pearson will meet with Maintenance Person Ray Purdy to explain to him about the sprinklers, black dirt, and blacktop clean-up.

            Hiring a road sprayer; tabled until the June board meeting.

            Removing trees from road side ditches was discussed. Letters to property owners was also discussed.

            Tracking of attorney fees for each property will be done for budgeting. 

            The turn-around on Eagle Lane will possibly be finished next week. It has been laid out and the permission letter was received.

            At 9:00 am, May 26, 2015, the Special Meeting Committee of the Whole – Pine County Board of Commissioners met at Royalton Town Hall. There was discussion about blight & nuisance, a County wide nuisance ordinance, and other topics.

 

New business:

            The Township Summer Short Course was discussed. Motion by Supervisor Olson to have four or five people from the township attend, second by Supervisor Pearson, motion carried unanimously.

            The clerk will check with the state surplus for fireproof file cabinets. Motion by Supervisor Olson to spend up to $500.00 to purchase and have delivered a four drawer fireproof file cabinet to store past minute books, second by Supervisor Pearson, motion carried unanimously.

            The old computer was discussed. It was recommended to check with DR Tech in Pine City to see if it is worth cleaning the hard drive to sell the computer, or if not, just to have it destroyed.

            The next town board meeting will be held at 7:30 pm, June 30, 2015.

            Being no other town board business, motion by Supervisor Olson to adjourn, second by Supervisor Pearson, motion carried unanimously. 8:49 pm, meeting adjourned.
