Chair Leslie Orvis called the Royalton Township Board Meeting to order with Supervisor Wayne Olson, Supervisor Marshall Pearson, Treasurer Wendy Tchida and Clerk Roberta Folkestad present. The pledge of allegiance was recited.

 

Motion by Supervisor Pearson to add under old business Northern Hollow Winery and flag and to approve the agenda, second by Supervisor Olson, motion carried unanimously.

 

Motion by Supervisor Pearson to approve the September 29, 2015, minutes as printed, second by Supervisor Olson, motion carried unanimously.

 

The previously approved minutes from April 28, 2015, were signed by the Board.

 

Motion by Supervisor Olson to approve the Treasurer’s report as read, second by Supervisor Pearson, motion carried unanimously.

 

After reading and discussing checks number 7693 through 7724 in the amount of $12,672.22, motion by Supervisor Olson to approve and pay all checks, second by Supervisor Pearson, motion carried unanimously.

 

Public forum was offered.

 

Bob Adamak reported that a dog, he thought it was a white pit bull, came at him twice on his property. Also there is a track for racing four-wheelers located in his neighborhood. It was suggested he document the date and time the dogs come onto his property and come at him in the future. The Board will do some drive-by viewing of the neighborhood.

 

Planning Commission Recommendations:

 

The Royalton Township Planning Commission passed to the Board the suggestion to have a Commercial Kennel Licensing fee. The Board recommended the planning commission work on this at the 6:30 pm, November 17, 2015, working planning commission meeting.

 

Old business:

 

Ray Dreyer from Northern Hollow Winery wants to do a variance for off premises’ signage. Mr. Dreyer was invited to sit in on the November 17, 2015, working planning commission meeting.

 

The septic system on the Norman Rosenkranz property looks complete. Zoning Administrator John Kemen will contact Septic Inspector Harv Lindquist about this.

 

There was discussion about the condition of the Kirtis Wiener property on Apple Road. Zoning Administrator Kemen stated he has taken pictures of the property. Motion by Supervisor Olson to write a letter to Mr. Wiener stating that upon inspection, the board will table this for now and if there are any more complaints we will revisit it, second by Supervisor Pearson, motion carried unanimously.

 

There was discussion about the multiple vehicles on the property on Brunswick Road. Letters have been sent, but were returned to the township unsigned for. Some of the vehicles have been moved behind the house and shed. Motion by Supervisor Olson to table this until the November Meeting, second by Supervisor Pearson, motion carried unanimously.

 

The beaver fence on Bayberry Road has been installed. Beaver trapping and where the township’s responsibility ends being this is a private lake the beaver live in was discussed. 

 

Raspberry Road and Country Drive have the roadside clearing completed. After discussion, motion by Supervisor Olson to have Contractor Tom Lundeen complete the clearing on East Majestic Road, second by Supervisor Pearson, motion carried unanimously.

 

The landscaping project around the town hall is close to done. Just the fine finishing is left to do. The sprinklers have been winterized.

 

A water-jacket installed on the water tank will be taken care of by Maintenance Personal Alan Teich.

 

The sound system has been table for now.

 

The pole shed has been tabled for now.

 

The town hall tables are tabled for now.

 

There was discussion about the darkness or discoloration of the white stripes of the flag. It was questioned if the pole could cause the discoloration or if was caused by rain. It will need to be replaced again. Chair Orvis will contact Doug Eklund to get a sturdy new flag. The clerk will take a photo of the flag and send it to the pole company.

 

New business:

 

The Value Acceptance forms from the Township Insurance Association were discussed. The clerk will contact the Insurance Company to find the cost difference in deductibles.

 

Motion by Chair Orvis to add the tractor and mower to the insurance policy, second by Supervisor Pearson, motion carried unanimously.

The next town board meeting will be held at 7:30 pm, November 24, 2015.

 

Fire contracts with Braham Fire Department, information about a fire call by Pine City Fire department, and Supervisor Pearson being the only town board member on the list of Board of Appeal and Equalization trained Supervisors for Royalton Township were in the supervisor’s packets. The clerk was asked to find a schedule for training for the Board of Appeal and Equalization.

 

Being no further town business, motion by Supervisor Olson to adjourn, second by Supervisor Pearson, motion carried unanimously. 8:13 pm, meeting adjourned.
