November 24, 2015, Chairman Leslie Orvis called the Royalton Township Board Meeting to order with Supervisor Wayne Olson, Supervisor Marshall Pearson, Treasurer Wendy Tchida, and Clerk Roberta Folkestad present. The pledge of allegiance was recited.

 

After discussion, motion by Supervisor Olson to add murals and snow plowing to the agenda and to approve the agenda, second by Supervisor Pearson, motion carried unanimously.

 

Motion by Supervisor Olson to approve the October 27, 2015, Board Meeting Minutes as printed, second by Supervisor Pearson, motion carried unanimously.

 

Motion by Supervisor Olson to approve the Treasurer’s Report as read, second by Supervisor Pearson, motion carried unanimously.

 

After reading and discussing checks 7726 through 7759 in the amount of $12,429.17, with a preapproved $50,000.00 transfer from the General Fund to the Road and Bridge Fund, motion by Supervisor Olson to approve and pay all checks, second by Supervisor Pearson, motion carried unanimously.

 

Public forum was offered.

 

Patrice DeGray asked the board to set a date for a final decision on the sign ruling.

 

Kyle Bowman from Cabin Drive asked to have Cabin Drive graded and reported there is a sink hole starting on the road. Supervisor Pearson stated he had inspected the sink hole with Ted Surdey. Road Grader Operator Alan Teich stated he would get the road graded soon.

 

Jim Truehart, from Northern Hollow Winery, requested the planning commission come to a decision about signage rules for the township ordinance.

 

Planning Commission Recommendations:  

The Planning Commission forwarded a new Building Inspector agreement to the board with their recommendation to enact it.  After discussion, motion by Supervisor Olson to approve the agreement, second by Supervisor Pearson, motion carried unanimously. The agreement was signed and witnessed.

 

Old business:

 

Nothing about dog kennels at this time.

 

The clerk will with check with Septic Inspector Harv Lindstrom on the status of the septic system for Norman Rosenkranz and if it is complete, take it off the agenda.

 

Jerome Effertz was in attendance and questioned why Kirtis Wiener has not cleaned up his property on Apple Road as he agreed to do at a 2013 township board meeting. Supervisor Pearson stated that the township can get the property cleaned up to a point, but only to a point. It was suggested that the covenant some of the property owners have could be used to get the property really cleaned up.

 

 After discussion about the multiple vehicles/cars at 4843 Brunswick Road, about the letters that were sent, and that the cleanup is not progressing, motion by Supervisor Pearson to have Supervisor Olson set up an appointment with Attorney Kevin Hofstad, second by Chair Orvis, motion carried unanimously. The clerk will furnish Supervisor Olson with the dates the letters were sent.

 

Another beaver fence was installed on the east side of Bayberry Road to keep the beaver away. They started building another dam in the culvert. They are now going under the fence on the west side. Supervisor Pearson will contact both trappers to get them working on this problem. Putting rock on the road side of the fence was suggested. After discussion, motion by Supervisor Pearson to have Grasston Excavating install rock, second by Supervisor Olson, motion carried unanimously.

 

Roadside brushing is complete for this year. It looks really good. Thank you to Contractor Tom Lundeen for the good job.

 

The landscaping is done and looks very good.

 

Supervisor Olson will set up a date to work on the echo in the hall. That has to be taken care of before the sound system can be decided on.

 

The pole shed discussion was tabled until the December, 2015 meeting.

 

Table for the town hall is tabled for now.

 

There was discussion about the old tables, folding chairs, and rolling chairs. Treasurer Tchida will check with non-profits to see if they need any.

 

New business:

 

It was brought to the attention of the board that there are multiple vehicles located at a property on the Greeley Road. After discussion, motion by Supervisor Olson to send a letter to the property owner, second by Supervisor Pearson, motion carried unanimously.

 

A new sign along State Highway 70 was discussed. Motion by Supervisor Pearson to send the property owners a letter, second by Supervisor Pearson, motion carried unanimously. There was also discussion about the business possibly needing a conditional use permit.

 

After discussion about excess permit fees for two accessory permits issued by Building Inspector Marshall Lind, motion by Supervisor Olson to refund all but $75.00 to each party, second by Supervisor Pearson, motion carried unanimously.

 

Motion by Supervisor Olson to schedule the December 2015 board meeting to December 15, 2015, second by Supervisor Pearson, motion carried unanimously.

 

The insurance forms were discussed. The clerk will have figures on the cost differences between $500.00, $1,000.00 and $2,500.00 deductibles for the December 15, 2015 meeting.

 

There was discussion about the culvert ends being ruined with the wing when the roads were snow plowed. Marking the culvert ends will be a project for 2016.

 

There was discussion about the sixty day rule to make a final decision on the signage, are there Minnesota Statutes for signage, and perhaps the township purchasing and installing road signs for businesses. Motion by Supervisor Pearson to allow Northern Hollow Winery to leave their off premises signs in place until the February 2016 board meeting, second by Chair Orvis, motion carried with Supervisor Pearson voting aye, Chair Orvis voting aye and Supervisor Olson voting nay.

 

Supervisor Olson presented printed information from John Deere about the road grader. 589.6 gallons of fuel have been consumed. There is too much idle time. John Deere recommends it be under 10%. It turns out that John Deere does not track the township’s machine at any given time.

 

The next Royalton Township Board Meeting will be held at 7:30 pm, December 15, 2015.

 

There was a thank you letter received from Braham School District for use of the vote here sign.

The Board of Equalization will be at Royalton Town Hall at 9:00 am, Monday, April 25, 2016.

 

Being no further town business, motion by Supervisor Pearson to adjourn, second by Supervisor Olson, motion carried unanimously. 8:43 pm, meeting adjourned.
