7:33 pm, March 29, 2016, Chair Wayne Olson called the Royalton Township Board Meeting to order with Supervisor Marshall Pearson, Supervisor Jeff Schlaeger, Treasurer Wendy Tchida, and Clerk Roberta Folkestad present. The pledge of allegiance was recited.

 

Motion by Supervisor Schlaeger to add contract for Minnesota Licensed Building Inspector, road grader, status of roads, flag pole, Ted Surdey, plat books and to approve the agenda, second by Chair Olson, motion carried unanimously.

 

Motion by Supervisor Pearson to approve the February 23, 2016, Board Minutes as printed, second by Chair Olson, motion carried unanimously.

 

Motion by Supervisor Schlaeger to approve the Treasurer’s Report as read, second by Chair Olson, motion carried unanimously.

 

After discussion, motion by Chair Olson to approve and pay checks 7850 through 7880 in the amount of $10,541.24, plus check 7881 in the amount of $250.00, and check 7882 in the amount of $40.00, with a grand total of $10,831.24, second by Supervisor Pearson, motion carried unanimously.

 

Public forum was offered. Larry McCurdy was present and stated he would like to be able to split his 9.5 acreage, and wondered how to go about getting the zoning changed.

 

Planning Commission recommendations: The planning commission forwarded to the board setting up a public hearing for Kyle Towle’s Interim use permit application; located at #10709 Apple Road Pine City, MN 55063. After discussion, motion by Supervisor Schlaeger to have Zoning Inspector John Kemen set up a public hearing on April 26, 2016, at 6:15 pm, to have the clerk send notice to all property owners within a one mile radius of 10709 Apple Road, Pine City, and to post it to the newspaper, second by Chair Olson, motion carried unanimously.

 

The planning commission asked the board if the zoning ordinance property division size needs to be reevaluated. They board recommended a working planning commission meeting be held April 19, 2016, at 6:30 pm. for this issue. 

 

Old business:

 

Gravel quotes were received from: Bjorklund Companies at $8.90; Hass Construction at $9.40;Rydberg Construction at $10.87; and Hopkins at $13.00; after discussion, motion to accept Bjorklund Companies quote at $8.90 by Supervisor Schlaeger, second by Supervisor Pearson, motion carried unanimously.

 

The wall mural panels should be in installed by the end of the month.

 

Pole Shed discussion was tabled for a month.

 

There have been no requests received for conditional use or interim permits for two houses on one property. This is considered done for now.

 

The U.S. Census Bureau would like help in the 2016 Government Units Survey. The board left it up to the clerk and deputy clerk if they want to do it.

 

New business:

 

After discussion, the board would like Maintenance Person Ray Purdy to continue to do the yard work around the town hall. The Clerk will tell him to call Supervisor Pearson for discussion about this work.

After printer discussion, motion by Chair Olson to spend up to $500.00 on a new printer, second by Supervisor Pearson, motion carried unanimously.

 

The contract with Minnesota Licensed Building Inspector Marshall Lind was signed and witnessed.

 

There was discussion about the grader needing a bracket changed for the packer; about how many of the roads have been graded this spring so far; and having a backup road patrol operator. Motion by Chair Olson to hire Leslie Orvis as a backup road grader operator at $18.50 per hour, second by Jeff Schlaeger, motion carried unanimously.

 

There was discussion about the flag pole problem. Gary Valvoda, Leslie Orvis, and Alan Teich will work on it. Supervisor Pearson feels disappointed with the flag pole that was sold to us.

 

Plat books are no longer being made. The township was able with Roxanne Orvis’ help to purchase four of them at $10.00 each.

 

Ted Surdey was present with family and wants to split off a ten plus acre parcel. There was much discussion about size for agriculture credits, survey, and everything that needs to be done.  

 

There will be a quorum of supervisors going to township board training at Carlton on April 1st.

 

The clerk will inform Nessel Township and Pokegama Township about 540th and Mystic Dove Road changes before June 1, 2016.

 

The next town board meeting will be held at 7:30 pm, April 26, 2016. The Board of Equalization will be held at 9:00 am, Monday April 25, 2016, with the Annual Road Inspection to follow.

 

Being no further town business, motion to adjourn by Supervisor Schlaeger, second by Supervisor Pearson, motion carried unanimously. 8:23 pm, meeting adjourned.
