7:41 pm, Chair Wayne Olson called the July 26, 2016, Royalton Township Board Meeting to order with Supervisors Marshall Pearson and Jeff Schlaeger, Treasurer Wendy Tchida, and Clerk Roberta Folkestad present. The pledge of allegiance was recited.

 

After discussion, motion by Supervisor Schlaeger to add washouts, Royal River Run, maintenance book, two culverts, brushing and spraying and to approve the agenda, second by Chair Olson, motion carried unanimously.

 

Motion by Supervisor Pearson to approve and sign the June 28, 2016, Board Meeting Minutes as printed, second by Supervisor Schlaeger, motion carried unanimously.

 

Motion by Supervisor Schlaeger to approve and initial the Treasurer’s report as read, second by Supervisor Pearson, motion carried unanimously.

 

After reading and discussing checks, motion by Supervisor Pearson to approve and pay checks 7989 – 8020 in the amount of $32,314.84, with check 8006 voided, second by Supervisor Schlaeger, motion carried unanimously.

 

Public forum was offered:

 

Mike Murphy asked if the Board had ever come to any decision about the end of Riverbed Road that he lives on. The Clerk will look back in the minutes and let him know what was decided.

 

Planning Commission Recommendations:

 

After discussion, motion by Chair Olson to approve the rental agreement changes as modified by the planning commission: “No decorations may be fixed or hung from any permanent part of the building, such as sound boards, walls, fans, speakers, etc.” second by Supervisor Schlaeger, motion carried unanimously.

 

Old business:

 

Maple Shores Drive dust and speed problem was discussed at the working planning commission meeting. Beet juice, speed limit signs, and speed bumps were all discussed again. Chair Olson stated at the August 16, 2016, working planning commission meeting other alternatives will be evaluated.

 

Marking the ends of culverts will be removed from the agenda.

 

Chair Olson will do some planning for the website, computer, and internet for next month’s meeting.

 

After discussion that Dan Saumer is doing a good job as road grader operator, the board by consensus decided to not put an ad in the paper for a road grader operator.

 

There was discussion about the sound system that is being used for the first time tonight. Installer Hans Breiland apologized for not notifying the board when he could not get the system installed by the date he had promised. The podium will be delivered by the next meeting or will be free.

 

Installer Hans Breiland stated there are two sound panels with pictures on them finished. The panel with a map on it had problems which are being resolved, so all panels with pictures on them should arrive from the manufacturer soon.

 

Installation of fire extinguishers will happen soon.

 

Discussion about a pole shed for the township has been tabled for two to three months until Supervisor Pearson has more figures in order. Chair Olson stated that this has been on the agenda for many months and he has not heard any opposition to it.

 

David Youngbauer on Hummingbird Road will be removed from the agenda.

 

Wash outs from the recent flooding were discussed. After discussion about culvert replacement, gravel needed, if FEMA will help with damage costs, and that Hazelnut Road needs four to five loads of gravel, Grasston Court needs about four loads of gravel, and Maple Shores needs another eight loads of gravel as the gravel on there is worn out, motion by Chair Olson to have Road Maintenance Person Dan Saumer call Bjorklund Companies to see if they will deliver another twenty plus loads at the price of $8.90 per yard, second by Supervisor Schlaeger, motion carried unanimously.

 

Supervisor Pearson stated he has been in contact with Pokegama Township discussing their use of magnesium chloride. He hopes to have figures on the cost savings on road maintenance by using magnesium chloride to control dust.

 

Chair Olson has received many phone calls about Royal River Run and the culvert that washed out there. He stated that Royal River Run is not a township road.

 

Chair Olson and Road Maintenance Person Saumer are working on an equipment maintenance book.

 

After discussion, that on July 15, 2016, Supervisor Schlaeger and Tom Lundeen had recommended Acorn, Holmer, Butterfly, Pine Bough, Apple, Bayberry, Maple Shores, Royalton (north), Church, Linden, Riverbed and Oakwood for brushing and tree removal the end of September, motion by Chair Olson to approve up to $10,000.00 for brushing and spraying the town roads, second by Supervisor Schlaeger, motion carried unanimously.

 

The clerk will send letters to property owners on Church, Royalton (north), Linden, Riverbed, Oakwood, and Apple for tree removal. Also the clerk will give Supervisor Schlaeger the name and phone number of the spray company the township used last year.

 

New business:

 

Property owner Larry Knabe was in attendance and asked for an eighteen foot variance for a shed. After discussion, motion by Chair Olson to approve an eighteen foot variance with proper documentation, drawings, and the approval of Zoning Administrator John Kemen, second by Supervisor Pearson, motion carried unanimously. 

 

There was discussion about the ditch clean out on the west side of Clover Road. The first culvert across Clover needs to be replaced and about 100 feet of ditch cleaned out with the dirt put onto the field after the crop is off. Grasston Excavating will look it over and give an estimate at the August 30, 2016, meeting.

 

The possible charge accounts at Ace Hardware and the Recycling Facility have been tabled for now.

 

Supervisor Schlaeger volunteered to be on the planning commission. Motion by Chair Olson to seat Supervisor Schlaeger on the planning commission, second by Supervisor Pearson, motion carried unanimously. The township is looking for a public member from the township to be on the planning commission.

 

The board received paperwork for rekeying of the town hall due to the new sound system and the need to lock up the board table when the hall is rented out. This will be discussed at the August 30, 2016, board meeting.

 

A refund for a building permit was requested. The City of Milaca was contacted and will respond at the end of the week with the charges Building Inspector Marshall Lind will require. This will be addressed at the August meeting.

 

The next Royalton Township Board meeting will be held at 7:30 pm, August 30, 2016, when the Annual Meeting will reconvene to discuss the levy.

 

The phone company has not responded to the letter sent on June 3, 2016, about the culvert with a phone line cut into it. The clerk was asked to send a second and final notice to them.  If they do not respond, a new culvert will be installed and they will be billed.

 

Being no further town business, motion by Chair Olson to adjourn, second by Supervisor Schlaeger, motion carried unanimously. 8:59 pm, meeting adjourned.
