7:30 pm, October 25, 2016, Chair Wayne Olson called the Royalton Township Board Meeting to order with Supervisor Marshall Pearson, Supervisor Jeff Schlaeger, Treasurer Wendy Tchida, and Clerk Roberta Folkestad present. The pledge of allegiance was recited.

 

Motion by Supervisor Pearson to approve the agenda with the additions of: Pine County Historical Society, snow plowing policy for Royal River Run, and wingman for snow plowing, second by Supervisor Schlaeger, motion carried unanimously.

 

Motion by Supervisor Schlaeger to approve the September 27, 2016, Board Minutes as printed, second by Supervisor Pearson, motion carried unanimously.

 

Motion by Supervisor Pearson to approve the Treasurer’s Report as read by Treasurer Tchida, second by Supervisor Schlaeger, motion carried unanimously.

 

After reading and discussing checks 8096 through 8130 in the amount of $8,065.99, motion by Chair Olson to approve and pay all checks, second by Supervisor Pearson, motion carried unanimously.

 

Public forum:

 

Leslie Orvis requested the township measure Clover Road to determine where the true road ends. It will be done.

 

Planning commission recommendations:

 

Royalton Township Planning Commission recommended to the board the job description for “Road Superintendent”.  Motion by Chair Olson to accept the job description, see attached copy, second by Supervisor Schlaeger, motion carried unanimously.

 

Old business:

 

There was discussion about ID # 29.0241.0003623 State Highway 70, Pine City; property. A letter has been served by Attorney Kevin Hofstad giving property owners 30 days to clean up the property. More discussion will be held at the November 29, 2016, board meeting.

 

There was discussion about shop equipment. Motion by Supervisor Schlaeger to spend about $1500.00 to purchase an air-compressor, tools, straps etc.  Second by Supervisor Pearson, motion carried unanimously.

 

Purchase of road closure signs and/or barricades was tabled for now.

 

There was discussion about badly torn culvert ends being a safety issue for snowmobilers. The board does not feel it is an issue.

 

Dust control on town roads is being worked on by the planning commission. Pine County Engineer Mark LeBrun and John from Nessel Township have been contacted about how this could be handled. Cost share and administration of collecting are some of the issues being discussed at working planning commission meetings.

 

The work on Clover Road’s culvert & ditch clean out has not been done due to the corn still in the field.

 

There was discussion about re-keying town hall storage area locks before the November Election & December hall rentals. The maintenance building needs to be rekeyed and an alarm installed.

 

The road sign at the junction of Hummingbird Road and State Highway 70 has not been installed.

 

The culvert on Timber Drive with the telephone cable cut into it and the letters written June 3, 2016, and the final notice sent July 7, 2016, to the telephone company have had no response. This was tabled for now.

 

New business:

 

There was discussion about the snowplowing policy concerning Royal River Run. ­­ Royalton Township has been plowing for the school district for $1.00 per year. Pine County Engineer, Mark LeBrun stated in his professional opinion, there are three options; don’t plow; charge the going rate; or take over the road. We have a policy that the township doesn’t plow private driveways, but this is a public way. $85.00 an hour is the emergency rate. The plow could do a turn-around at the north ends of Bluebell and Hazelnut. There was public input that on April 26, 2008, the township agreed that the loop was agreed to be maintained. The clerk will look into the records for what was recorded. The records will be supplied for the working meeting in November.

 

Discussion about a fireproof 4 drawer file cabinet at a cost of $3,199.95 which would hold past, present & future minute books was tabled until the November 29, 2016, board meeting.

 

Septic Inspector Harv Lindstrom is planning on retiring.  Motion by Chair Olson to put an ad in paper for someone to fill that position, second by Supervisor Pearson, motion carried unanimously.

 

Township Assessor Linda Wiener is planning on retiring in 2019, unless the State changes the new requirements for Assessors.

 

Motion by Chair Olson to have the clerk certify there are 27 miles of township roads to Pine County, second by Supervisor Pearson, motion carried unanimously.

 

There was discussion about the chain of command for emergency calls. Chair Olson will be the first one starting now. The supervisors will each take three months at a time.

 

­­The clerk will be attending the 2016 Educational Conference & Annual Meeting @ St. Cloud November 17 through 19.

 

A wingman is needed for snow removal. Maintenance Assistant Ray Purdy will do it, with Gary Valvoda as a back-up.         

 

Pine County Historical Society requested funding from Royalton Township. The board declined funding them.

 

The Clerk & Treasurer Bonding increase has been ordered and the paper work came stating it is effective.

 

There was discussion about permission forms for cutting trees and brush not being signed and returned.

 

Motion by Supervisor Pearson to have Hans Breiland with Architectural Audio Integrators, install security in the maintenance building at a cost of $350.00, second by Supervisor Schlaeger, motion carried unanimously. It will be installed next week.

 

Braham Fire Department sent estimated the costs for 2017.

 

The next Town Board Meeting will be held at 7:30 pm, Tuesday, November 29, 2016.

 

Being no further town business, motion to adjourn by Supervisor Schlaeger, second by Supervisor Pearson, motion carried unanimously. 8:22 pm, meeting adjourned.
