7:00 pm, October 25, 2016, Chair Leslie Orvis called the Royalton Township Planning Commission Meeting to order with Members Duane Swanson, Gary Valvoda, Jeff Schlaeger, and Recorder Roberta Folkestad present.

 

Motion by Member Swanson to add pipeline security to the agenda and approve the agenda, second by Member Schlaeger, motion carried unanimously.

 

The September 27, 2016, Planning Commission Meeting Minutes were read by Member Valvoda. Motion to approve the minutes as read by Member Swanson, second by Member Schlaeger, motion carried unanimously.

 

Motion by Member Valvoda approve the October 12, 2016 Working Planning Commission Minutes by, second by Member Schlaeger, motion carried unanimously.

 

Old business:

 

Motion by Member Valvoda to forward to the board, for their approval, the job description for maintenance person, second by Member Schlaeger, motion carried unanimously.

 

There was discussion about dust control, doing a test plot on Maple Shores of one third to two thirds of the road, using a dry mixture, Road Maintenance Person Dan Saumer suggested doing the entire road instead of having to grade parts of it over the summer, a cost of about $400.00 for material was mentioned, Wayne Olson said Pine County Engineer Mark LeBrun said the cost of material and spreading is about $2,500.00 per mile, Nessel Township pays ten percent of the cost of $2,500.00 to $3,000.00 and the residents pay the rest, collecting is a problem, the moisture content of the road needs to be correct for a good application, and more study is needed.

 

There has been no more information collected about building inspector fees at this time, so this will be tabled until a future date.

 

New business:

 

A minor subdivision for Fran Caron was discussed. No paper work has been received. Zoning Administrator John Kemen will be contacted if paper work is needed.

 

There was discussion about solar systems. North Branch has a system covering over a thousand acres. Chair Orvis and Member Valvoda plan to attend a solar system discussion November 9, 2016.

 

A survey about pipeline security has been received. The planning commission members will discuss this at their November working meeting.

 

The next working planning commission meeting will be Tuesday, November 15, 2016, at 6:30 pm.  All are welcome to attend.

 

The next regular planning commission meeting will be held at 7:00 pm, Tuesday, November 29, 2016.

 

Being no further planning commission business, motion to adjourn by Member Swanson, second by Member Valvoda, motion carried unanimously. 7:20 pm, meeting adjourned.
